The Search Has to Be in the Right County

The practical trap out here, and it is a quiet one because a search of the wrong county returns a clean result rather than an error.

Official records are maintained county by county. A property in Orange Park sits in Clay County, one south of the river may sit in St. Johns, and neither appears in a Duval County search. An owner or a buyer who searches the wrong index concludes that nothing is recorded, which is not the same as nothing being recorded. How Do I Confirm Which County I Am In?

The property appraiser's parcel record names it, free. Addresses across this region regularly carry a Jacksonville mailing address while the parcel sits in another county entirely, and that mismatch is exactly what produces a search in the wrong index.

The Law Does Not Change at All

Worth stating plainly because owners assume otherwise. Chapter 713 is state law and applies identically in Clay, St. Johns, Nassau, Baker and Duval. So does the elimination of assignments of benefits for policies issued or renewed on or after 1 January 2023.

A subcontractor in Orange Park has the same route to your property as one in Riverside, on the same 45-day notice timetable, with the same consequence if your contractor is paid and they are not.

Then What Actually Differs?

Where the paperwork is filed and who issues the permits. Each county administers its own building department, and small incorporated cities within them administer their own again. It is one enquiry to establish, and getting it wrong means an application in the wrong office rather than a different legal position.

Later Suburban Stock Behaves Predictably

Much of the housing out here is post-war and later, built on slab with engineered roof trusses and floor systems. Those come out whole once heat has compromised the connections rather than being repaired in sections.

Where a house sits on a slab, heat damage to it is invisible and becomes the largest unknown on the file. An inspection addressing the slab specifically is worth commissioning, because buyers discount hardest for what they cannot rule out.

Growth Areas Change the Arithmetic

Parts of St. Johns and Clay have grown quickly, and where finished values have risen the cost of repair becomes a smaller proportion of them. That makes repairing competitive against selling in a way it is not across all of this region.

It is worth establishing the finished value on your own street rather than reasoning from the county, because within these counties the variation is wide.

The Statutes That Do Not Stop at the County Line

Chapter 713 Part I is state law: the 45 day Notice to Owner window at section 713.06, the recording and permit warning provisions at sections 713.13 and 713.135, and the 30 day effect of a notice of termination.

Section 627.7152, from House Bill 7065 on 1 July 2019 and amended by Senate Bill 2-A on 16 December 2022, ends new assignments from 1 January 2023 in every county.
