A Different Permit Office, the Same Statutes
The distinction that catches people, and it cuts both ways.
Jacksonville Beach, Neptune Beach and Atlantic Beach are separately incorporated and administer their own permitting rather than going through consolidated Jacksonville. So the office you deal with for the work is not the one an owner a few miles inland deals with.
The lien and assignment provisions do not change at all, because they are Florida law. And the county clerk's official records are still Duval County's, so a title search is the same search. The full position is on our page covering liens and the assignment.
Does the Separate City Change My Timeline?
Coastal Values Bring the Fastest Response
A fire at the beaches produces the quickest arrival of mitigation and restoration companies of anywhere in the region, because the values justify it.
That is genuinely useful for protecting a building and it means documents are presented at the worst possible moment for reading them. A work authorisation, a direction to pay and an assignment of benefits are three different documents, and no new assignment is available on a policy issued or renewed from 1 January 2023.
What Is the Single Habit Worth Adopting?
We publish no permitting requirements, timelines or values for the individual beach cities. Each administers its own and each will state the current position for an address.
More Value Means More Parties
Higher-value repairs bring in more trades, more suppliers and longer programmes. Every one of those parties is a potential lienor, serving a Notice to Owner before commencing or within 45 days of commencing.
The exposure here is not different in kind from the rest of the city. It is larger in scale, because the sums are larger and the number of parties is greater.
Salt Air Complicates the Assessment
A practical point specific to coastal stock. Corrosion and prior salt exposure can make it harder to distinguish pre-existing deterioration from fire damage, particularly in fixings, connectors and any exposed metalwork.
That ambiguity is exactly the sort of thing buyers discount for, which makes a proper structural assessment worth more here than the fee suggests.
The Beaches in Context
Where consolidated Jacksonville issues the permits and values run similarly high, see our page about Riverside, Avondale and Murray Hill. Where a different county holds the records entirely, see our page for the Westside and surrounding counties.
The Provisions That Cross the City Line
Chapter 713 Part I and section 713.06's 45 day Notice to Owner window apply in the beach cities exactly as in consolidated Jacksonville, as do sections 713.13 and 713.135.
Section 627.7152, enacted 1 July 2019 by House Bill 7065 and amended by Senate Bill 2-A on 16 December 2022, ends new assignments from 1 January 2023. Section 489.147 requires an itemised estimate before work is authorised.
Beaches Questions
Do I Deal With Jacksonville or My Own City?
Your own city for permitting. The county clerk for records, and state law for liens and assignments.
Is Corrosion Fire Damage?
Frequently not, and distinguishing the two takes an engineer. On coastal stock that distinction is worth establishing before taking offers.
Will You Buy at the Beaches?
Yes, and on sound stock at these values we will often tell you a rehabber can pay more than we can.
